The staff who had to live at the asylums
was first under a strict regimen. Before 1908 the employees must
ask for permission to leave the area of the hospital, and they were
not allowed to marry. The male staff was partly made up of former
civil servants of the defensive forces, and problems with drunkenness
and violence frequently occurred. The nursing personnel had no regulated
time off nor any regulated breaks. Nor was there any formal education
of the nursing staff at the beginning of the nineteenth century.
Gradually, however, the circumstances improved.
